Bangko Sentral ng Pilipinas Notice

The Bangko Sentral ng Pilipinas (BSP) revised the guidelines on bank disclosures to the public to promote market discipline and greater transparency in the financial system.

The guidelines emphasize the responsibility of the bank's Board of Directors and senior management in ensuring that quality information is disclosed to the public.

The items for disclosure in the published/posted balance sheet and consolidated balance sheet (BS/CBS) were likewise enhanced to cover additional financial indicators that will facilitate the assessment of a bank's financial soundness and performance.

The amended rules also allow banks to publish their balance sheet either in print or online form consistent with the BSP's thrust of promoting sustainability and digitalization.

Under BSP Circular No. 1186 signed by Governor Eli M. Remolona, Jr. on 21 December 2023, banks are required to publish or post their quarterly BS/CBS, as applicable, within 35 banking days after the end of the reference quarter either through (a) publication in a printed or online version of a newspaper of general circulation or (b) posting on a bank's own website or through its respective banking industry association's website, to be shared for a period of at least one year.

In addition to said modes, banks may also display a tabletop standee with QR (quick response) codes in a conspicuous place in the bank's premises, or use other digital or electronic means.

Meanwhile, stand-alone thrift, rural, and cooperative banks may also publish or post their quarterly BS/CBS, as applicable, in the most conspicuous area of its premises and in public places where the head office and all its branches are located.

The Circular amends Section 175 of the Manual of Regulations for Banks on public disclosures.
